What exactly is PMMVY?

The Maternity Benefit Programme went into effect in all areas of the nation on January 1, 2017. The initiative is known as the ‘Pradhan Mantri Matru Vandana Yojana’ (PMMVY). Under PMMVY, a cash incentive of 5000/- is given directly to the Bank / Post Office Account of Pregnant Women and Lactating Mothers (PW&LM) for the family’s first living child, subject to the fulfillment of specific Maternal and Child Health requirements.

Why is PMMVY Implemented?

The majority of women in India continue to suffer from malnutrition. In India, it is very common to find one out of every three women seemed to be malnourished, and one out of every two women an anemic. And it is very obvious. A malnourished woman nearly always gives birth to a kid with a low birth weight. Poor nutrition begins in pregnancy and continues throughout the life cycle since the effects are generally permanent.

Due to economic and social hardships, many women continue to work to provide for their families right up to the end of their pregnancy. Furthermore, many return to work shortly after childbirth, even if their bodies do not allow it, preventing their bodies from properly healing on the one hand and limiting their capacity to exclusively breastfeed their newborn infant for the first six months on the other.

PMMVY is administered under the Anganwadi Services program of Umbrella ICDS, which is overseen by the Ministry of Women and Children. Child Development in states/UTs where the plan is conducted by the Women and Child Development Department/Social Welfare Department, and through the health system in states/UTs where the plan is handled by the Health & Family Welfare Department

How is PMMVY Functioned?

PMMVY is implemented using a centrally deployed Web Based MIS Software program, with the Anganwadi Centre (AWC) and ASHA/ ANM personnel serving as the focal point of implementation.

PMMVY Benefits

  • To provide a cash incentive of Rs.5000 in three installments of Rs.1000/-, (ii) 2000/-, and (iii) 2000/- directly into the accounts of Pregnant Women (PW) and Lactating Mothers (LM) for the family’s first live birth, subject to specific Maternal and Child Health requirements being met.
  • Remittance to beneficiaries under PMMVY is an Aadhaar/Account based DBT phenomena that is carried out using a centrally installed Web Based MIS Software program, namely the Common Application Software portal (PMMVY-CAS), which is linked with the PFMS portal.
  • The beneficiary may apply for the plan only within 730 days of the date of the beneficiary’s Last Menstrual Period, provided that the scheme eligibility requirements are satisfied.
  • The LMP on the MCP Card will be used as the Date of Pregnancy in this case.
  • If the LMP date is not recorded on the MCP Card and a beneficiary desires to claim the third installment under the program, the claim must be presented within 460 days of the child’s birth date; otherwise, no claim will be recognized.
  • Eligible recipients would get the remaining financial incentive as per authorized standards towards the Maternity Benefit under Janani Suraksha Yojana (JSY) by Health Department following institutional delivery, up to Rs. 6000/- on average.

Conditions and installment payments

Once the applicant registers for PMMVY-PW&LM will get a monetary benefit of Rs. 5000/- in three payments at the stages stated in the table below:

(The date and stage of pregnancy of a beneficiary will be counted in accordance to her Last Menstrual Period (LMP) date as reported on her Mother and Child Protection Card MCP card.)

Installment Requirement

  1. Register her pregnancy at any Anganwadi facility with the necessary documentation.
  2. She must register her pregnancy within 150 days of the LMP date.
  3. Have received at least one ANC
  4. Can be claimed after 6 months (180 days) of LMP -If 1 ANC is obtained, a beneficiary may apply before the completion of 180 days from the LMP date, but the claim will only be processed after 180 days after the LMP date.

Documents Required for PMMVY

Documentation that is required for the first installment.

  • Completed Application Form 1-A
  • The MCP Card.
  • Beneficiary and Spouse Identity Proof
  • Bank/Post Office Account Passbook-Name, Beneficiary’s Bank, Branch, Account Number, IFSC, MICR.
  • Joint accounts are not permitted.

Amount of the First Installment

• 1,000 rupees (Rupees One Thousand).

Condition of the Second Installment

  • Have received at least one ANC
  • Claimable after 6 months (180 days) of LMP.
  • If just one ANC is received, a beneficiary may apply before the completion of 180 days from the LMP date, but the claim would only be processed after 180 days from the LMP date.

  • 2,000 rupees (Rupees Two Thousand).

Condition of the Third Installment

  • Childbirth is officially recorded.
  • The child has completed the first round of BCG, OPV, DPT, and Hepatitis-B vaccinations, or an equivalent/substitute.

Documents are required for the third installment.

  • Form 1B, Application Form
  • The MCP Card.
  • Beneficiary’s and Spouse’s Aadhaar Numbers
  • Certificate of Birth

Amount of the third installment.

  • 2,000 rupees (Rupees Two Thousand).

If you have a miscarriage or a stillbirth.

  • A beneficiary is only entitled for benefits under the program once.
  • In the event of a miscarriage or stillbirth, the beneficiary is able to claim the remaining installment(s) in the event of a subsequent pregnancy.
  • If the beneficiary miscarries after receiving the first installment, she will only be entitled for the second and third installments in the event of a subsequent pregnancy if the eligibility criteria and scheme conditions are met.

Similarly, if the beneficiary experiences a miscarriage or stillbirth after receiving the first and second payments, she will only be eligible for the third installment in the case of a subsequent pregnancy provided the eligibility criteria and scheme conditions are met.

A case of infant death.

  • A recipient is only eligible for benefits under the plan once.
  • That is, if she has already received all of the installments of the maternity benefit under PMMVY, she will be ineligible to collect payments under the program in the event of baby mortality.
  • Pregnant and lactating AWWs/ AWHs/ ASHAs may also get benefits under the PMMVY if certain scheme conditions are met.

PMMVY Accomplishments

With the ongoing efforts and growth of the Pradhan Mantri Matru Vandana Yojana (PMMVY) since its commencement, i.e. 01.01.2017 to 23.11.2020, the following achievements have been made under various parameters:

  • Total installment’ applications entered from commencement, i.e. from January 1, 2017 to November 23, 2020: 5,65,372.
  • Total installments paid from January 1, 2017 to November 23, 2020: $5,33,229.

Plan for the Future

  • To educate more people and raise public knowledge about the program in order to achieve maximum coverage of the eligible and target population so that as many individuals as possible can benefit during this important period of pregnancy and motherhood.
  • To make all practical and concrete steps to provide beneficiaries with the documentation they need to access benefits, such as opening a bank account and enrolling in/updating their Aadhaar card.
